Mani said in her gene, all the state governments except Tamil Nadu, Kerala and West Bengal have adopted and implemented the Tri-Language Course Policy, the most important National Education Policy of the Central Government.

“NEP is a major education policy scheme, which has been brought by the Central Government aimed at improving the quality of school education for students from all areas of life. All Indian languages should be taught school children from poor, scheduled, tribes, backward and at the back classes free from cost,” Mani filed before the apex court in his PI.
The state governments of Tamil Nadu, Kerala and West Bengal refused to accept this great scheme for political reasons, citing false reason to implement Hindi. Central government laws, schemes and policies apply to all state governments. It is the duty of the state government to implement such a policy. This is a fundamental duty and has the right given in the Constitution, he said in his pilot.
Mani said, “Free education is a fundamental right given by the Constitution. The petition said that by refusing to accept the scheme, the state government is denying the fundamental right of free education to the school children concerned.”
Therefore, he urged the Supreme Court to intervene in the case and issue an order to these three state governments to implement the National Education Policy, Tri -Holted Course of the Central Government immediately.
